How would you consider a chunk of hardware having a remote operating system that I could use to call it to me? Thanks.
PS. Say in the case of an Car that I can control ala. James Bond from remote.
Mind Link? Seeing as how a vechical is technical a character?

Need to know more about specifically what you're trying to build.
If I can summon a generic car by having it drive to me, that's a summon, with a travels under own power limitation. You can use a summon to summon a specific car, but that's pricey. If you have a computer-controlled car (i.e. you've bought a car and a computer to control it) and your car has radio perception, I would let you buy a radio transmission power of some sort to "talk" to it -- you might need telescopic or something if you want to be able to use this from far away. Of course you could still potentially get out of range, signal blocked, etc. Mind link might work for an ultra high strength narrowband transmission too, possibly making it affected as a radio sense rather than a mental sense.
Several ways to skin that cat.

Think small dermal implant that allows me to see the controls and trigger them to summon the 'car' to my location. Fire it's guns, etc. It's more like telepresence, literaly remote control.
This is a full on Sci-Fi setting with Terran Empire level of tech.

I'd take one of two approaches with this.
A "classic" type of remote control would be Mind Link, giving the Vehicle an onboard computer (using just the INT characteristic, per TUV) and a Program to "Follow Remote Control Instructions."
If you want to more closely model what you describe specifically, you could just go with Clairsentience and Telekinesis with the appropriate modifiers.
