From Powers FAQ
Q: If a character has the ability to Summon multiple creatures, and the power has the Limitation Charges, does any single use of the power use one Charge regardless of how many creatures are Summoned, or does only Summoning one full allotment of creatures use up a Charge?

A: Any single use of the power use one Charge regardless of how many creatures are Summoned.
If a "Fuel Charge" is bought for a Summon, can a fraction of the duration proportional to the number of summoned creatures be expended, rather than a whole charge? If yes, I would assume some minimum time should be defined for the fuel charge?

I can't see how you'd apply Fuel Charges to Summon in the first place. If you want to restrict the amount of time the Summoned creature remains present to help the character, that's probably best simulated with a Limited Power Limitation of some sort on Summon.
