I am not 100% sure which part of this is a bug or not, but I will just go ahead and describe.

When creating a new detect, as a passive, there is no point differential between passive and active (also, "Sense" is listing cost a 0). I don't have my copy FREd in front of me, so this is possibly correct (but I know it wasn't in 4th...)

Then, in the display, Sense/Passive does not display...

Detect Hyperspeed Objects 12-/15- (Sight Group), Discriminatory (10 Active Points)

This was bought as "passive"

If this is correct, I apologize for wasting time, but I would have thought that active vs. passive would be stated, so that it was obvious to the reader.

That is all correct.

Passive/Active does not affect the cost (or the display)....it simply affects which Sense Modifiers are available.

Sense is listed as 0pts because you have assigned the Detect to the Sight Group. The Sight Group provides several Sense Modifiers, among them, Sense. The downside is that a Flash against the SIght Group (or Darkness, or any other Sense-Affecting Power) will knock out your Detect.
