Are different defense powers (or powers that have defensive aspects) bought as slots in a framework stackable if they add to an existing defense outside the framework?

For example, if one has both Density Increase and Resistant Protection PD/ED as slots in a single framework, do both add to the character's basic PD/ED if they can be activated simultaneously, or must the character choose one or the other to apply? The situation seems just different enough from the STR example on 6th Ed Vol 1 page 398 that I'm not certain the restriction would apply.

What you’re describing is different from the STR example on 6E1 398. It’s far closer — in fact almost identical — to the discussion at the top left of 6E1 399 which specifically discusses having two defensive powers (one from a Multipower, one from a VPP) both adding to a character’s PD. In your hypothetical both powers are in one Multipower with a large enough reserve for both to be active at once, but that doesn’t change the outcome.
