How do you tell if a power is obvious etc?

So how do you tell if a power is obvious or not? For example when can I add the perceivable limitation or add the invisible power effect advantage? Couple examples is telekinesis obvious? (other than the fact that you are moving things with your mind) Does glowing energy envelop the item your moving or is it just invisible? Teleportation is another one I was wanting to know about, do you need to add the invisible power effect to it to make it so that it is stealthy?

If there is a page in the book I can look at that would be great but I havent found it yet.
