Ok, I know this power has been errated once already, but I was curious about the silver vulnerability aspect of the power.

Why is it worth a -1/2 limitation when, according to p121, "Does not work on one type of damage" should only be worth a -1/4 limitation?

Because everybody and his brother knows that silver hurts werewolves, making it more restricting than it would otherwise be. Pull a lycanthrope out of your GM's bag of tricks and everybody goes all Lone Ranger on you, as the kids on BTVS might say. ;)
