If a character has a VPP with No Conscious Control at the full -2 value on the Control Cost, can he also take the -1 Character Has No Choice Regarding How Powers Change limitation? Or would this be illegally doubling up on disadvantages and saving points?
Possibility 1: With both disadvantages, the VPP is completely and truly outside his control. He could do anything to anyone at any time.
Possibility 2: With NCC (-2) but without the CHNCRHPC (-1), the character can configure his powers into a "safe" configuration for when he's walking down the street (Luck, Detect Little Old Ladies in Danger, Mental Defense, etc.) When combat ensues, he can change his VPP over to more combat-useful Powers and then hope and pray some of them go off.
Possibility 3: When you take NCC (-2), you completely give up control over your Power. Since changing powers is an aspect of control over one's VPP "Power," you automatically give that up too when you take NCC and you can't shave more points by also taking CHNCRHPC.
