Partialy Limated

I would like to create a partialy limted Multipower for a spell caster in a High Fantasy Game.

However the rules do not allow for one framework to affect another. Does this rule aply to my situation?

30: Multi Power 30 Points
3u: 6D6 EB
3u: 15" Flight
3u: 2D6 Cosmetic Transfrom +2 into anything.

15: Multi Power +30 Points X2 end -1/2, Getures -1/4, Incantation -1/4 = -1
1u: +6D6 EB X2 end -1/2
1u: +15" Flight X2 end -1/2
1u: +2D6 Cosmetic Transfrom +2 into anything. X2 end -1/2

By the book, that's completely illegal.

If you're the GM, of course, you can alter the rules however you want, if you like that type of power construction and want to allow it.
