I'm not 100% sure this is a rules question, but I'm having a hard time reconciling a Q and A from the FAQ with 5e on a particular count and would really appreciate your indications on this...

Okay, VPP. In the FAQ it says,

"Q: If a character applies a Limitation to the Control Cost of a Variable Power Pool, does he also apply that Limitation to each power he creates with the Pool?



A: That depends on the nature of the Limitation - does it actually affect the powers themselves (in which case the answer is usually “yes”), or just the changing or altering of the Pool or the like 9in [sic] which case the answer is usually “no”). The main issue is this: does the Limitation actually affect the Pool powers themselves, or just the Pool as a whole?

For example, Gadget Pools are often created by applying Focus to the VPP’s Control Cost at some level, meaning every power in the VPP has to have Focus at that level or lower. For example, if the Control Cost has Focus (-1/2), every power has to have a -1/4 or -1/2 Focus. The Gadget Pools in Conquerors, Killers, And Crooks are typically built this way. The same rationale would probably apply to, for example, Increased Endurance Cost.

However, a Limitation such as VPP Can Only Be Changed Between Adventures has no affect on Pool powers. Therefore it shouldn’t be taken for the Pool powers, just the Pool."

Sorry for the long quote, but feel you'd want to see the whole context.

In 5th Edition on page 210 it says "...unless the character's ability to change VPP Powers is restricted, chracters should take few, if any, Limitations on the VPP Powers; all such Limitations are subject to GM approval." There's more there but I think this is the relevant part to my question, and I always fear quoting too much of the book in public areas.

My question is: if the VPP in question has no restriction on changing powers (as in it has a +1 for change as zero phase and +1 for no skill roll) EXCEPT for some sort of vaguely limited class (for the sake of this question, let's assume it's worth -1/4 on the chart as in "Slightly LImited"), does this, as I think is implied by the rules, TAKE PRECEDENCE over the FAQ Q&A above, i.e., does the FAQ simply forget to mention the "unless..is restricted" clause?

Oh, by the way, please note the typo in the FAQ, there is an errant "9" where I assume a "(" should be, that is in the original FAQ.

I don't see that there's any need for "precedence," or any contradiction here. The rulebook states that Limitations should rarely be applied to VPPs. The question asks about what happens if, in fact, someone gets permission to apply a Limitation anyway. The example given in the question -- Focus -- falls within the text of 5E because taking a Focus away would restrict a character's ability to change his VPP. If the GM doesn't think it would fall within the text of 5E, he shouldn't allow the Limitation.
