I have a character who's rationale for powers is his mutant physiology and several of his/her powers are represented by an EC: Mutant Physiology (In this case the powers are Flight, Strength, and an energy blast - represented as "Power Vision").

However, the character also has a number of powers that stem from his mutant physiology but are not in the EC (Characteristics, Damage Resistance, Damage Reduction, etc...) for one reason or another (Because they're special powers or because they don't cost END, primarily).

Now, how do I simulate that these powers are suceptible to the same Drain, Suppress, and other powers that would reduce the effectiveness of the EC?

Apply a Limitation stating that they're affected as if they were in the EC. The value of the Limitation depends on how common things like Drains, Suppresses, etc. are in the campaign; in most games I suspect it would be a -1/4, perhaps a -1/2 at most.
