I wanted to clarify some points regarding what can and what can't be bought as being based off that focus on the different multiforms. The FAQ has the following to say about Multiforms that are bought based off a focus:
Q: If a character buys Multiform with the Limitation Focus, does he only need the Focus in his true form? If he needs it in all forms, can he apply the Limitation value to all powers of his alternate forms, and how could a character create a power where he only needed the Focus to change forms?
A: The character must have the Focus in all his forms. If it’s taken away from him while he’s in an alternate form, he reverts to his true form.
He cannot apply the Focus Limitation to all the abilities of the alternate forms.

So, let me propose 3 examples.
Player A builds "Mr. Pantheon", who has a scepter that will allow him to transform between his normal form and a variety of minor dieties. None of the stats/abilities of these dieties necessarily have anything obvious to do with the scepter, although Mr. Pantheon can't remain in diety form without retaining posession of the scepter. His skills and abilities in his base form are very different from his skills and abilities in the various diety forms, such that there is no common ground between them. In this case, I think it's fair to say that, in general, none of his diety powers & characteristics should be bought as OAF - Mystic Scepter. Correct?
Next we have player B with "Mr. Vari-armour", who has bought Multiform on his armour as per Vari-armour in the book. His character points are more or less divided into two categories, one that represents his non-armour abilities (skills, talents, perks, base characteristics, etc.) and one that represents his armour (enhanced characteristics, powers, etc.) The CPs spent on non-armour abilities are identical across the board for each form, but the CPs spent on armour abilities vary substantially across each of the forms. Should the armour abilities be allowed to take advantage of the OIF - Armour limitation? My initial reaction would be yes, since the character is equally disadvantaged in all forms in terms of CPs/abilities lost if the armour is stolen/in the shop. Does that seem reasonable in light of the FAQ?
Finally, we have player C with "Mr. Funky" who has a Funkystick. In addition to being the focus for Mr. Funky's Multiform, the Funkystick provides a suite of enhanced characteristics/powers that is constant for every form. However, other than the abilities provided by the Funkystick itself, each form has different abilities than the next, some of which are and some of which are not provided by the Funkystick. In this case, I would suggest that all the fixed abilities provided by the Funkystick could accept an OAF limitation, but none of the other Funkystick-based powers that the various forms have would benefit from the OAF. Does that seem reasonable in light of the FAQ?
