Clarification about enhanced perception

If a character buys enhanced perception as a power with a Focus, do the rules for limiting skill levels apply?

E.g. supposing I want to buy a OAF spyglass with +10 PER vs. range penalties for normal sight, is that 10 AP/(1+1) = 5 RP, or something else?

No, those rules don't apply to the Enhanced Perception Power.
