Suppose a character has 25" flight with X8 noncombat in a 60 pt multipower and is moving at 200" noncombat. He then switches the multipower to an something else and therefore has 0 pts allocated to flight. Does he instantaneously decelerate to 0" of movement thus effectively getting rapid deceleration for free?

No; that makes neither common sense nor dramatic sense. The easiest way to deal with this situation is simply to rule that a character can’t turn off a Movement Power until he decelerates to 0” on his own. While that may violate common sense in some situations, it prevents the difficulties described below.

Another possible solution is to allow the character to decelerate naturally (at the rate of 5” per hex) after he stops “powering” his Movement Power. If characters try to cheat the rules this way to gain “extra movement” for free, the GM should penalize them by either (a) ruling they have half DCV (or even DCV 0) while in “free deceleration,” or (b) not rewarding them any Experience Points for violating the spirit of the game.
