1) A character has 20" Running and the advantage Combat acceleration/deceleration (+1/4). Now he can accelerate/decelerate at a rate equal to his full inches of Combat Movement per hex (in this case, 20") instead of the standard 5"/hex.
Can the character accelerate/decelerate at a rate minus than 20" per hex if he has this necessity, or he must always use the 20"/hex ratio?

2) A character can still move at velocity 0" (ex. because he has lowered to zero his velocity, but he has still some inches of movement)?

1. He can accelerate/decelerate at any speed up to his Combat Movement per hex. He doesn’t have to use the full 20” of acceleration/deceleration if he doesn’t want to.

2. I'm not sure I understand the question. If a character has a velocity of 0, by definition he’s not moving, so movement rules and acceleration/deceleration aren’t involved. Once a character decelerates to 0”, he stops moving.
