How is the math supposed to work on a characteristic bought as a power when the apply modifer to base characteristic is checked? I was assuming it would add the additional cost of the modifiers on the base value to the cost of the power. When I did this with STR, using 1 level of armor piercing (+1/2), in a multipower the real cost was 0 and the active cost was 27. I was adding 0 STR at that point, but even when I added +5 STR the real cost only increased to 1.
