Illegal equipment on vehicles

If a vehicle has illegal equipment (such as a lethal security system, or a cyberjack in a campaign where cybernetics are illegal), does the vehicle or the character who owns it take a Social Limitation?

The Vehicle would take it. It doesn't really restrict the character in any way. It potentially exposes him to arrest, but that's no real justification for taking a Social Limitation in this situation.
