Title One:
The Silent Empire.

The title opens with the cities of the World in near-open warfare in the streets. Organized and less organized crime syndicates are battling each other and themselves in a plague of violence.

Enter Rorschach. While not shedding any tears over the frequent deaths in the Underworld, he has become concerned at the simple persistence of the violence. He is convinced that something or some one is orchestrating the chaos towards a definitive purpose.

His suspicions are validated when his investigaton crosses the path of Black Lightning, who is investigating the collapse of a mediated peace treaty among the streetgangs all along the Eastern seaboard. Just when it seemed that the street battles would end, every gang leader who pledged to end the violence were murdered within 48 hours. Nearly two-dozen of the most notorious, well-guarded, and powerful street kings all killed in less than two days.

Mockingbird, working for the Department of Justice uncovers evidence of a disturbing cover-up. Someone (or someones) at the DoJ is quietly derailing Federal attempts to investigate or manage the firestorm of criminal violence. Before she can continue her internal investigation, she is attacked by two mysterious assassins and barely escapes with her life.

At the end of Issue #1 the three heroes are drawn together by a mysterious benefactor who leaves them a critical clue. Evidence of an international Crime Syndicate behind the chaos. It is code-named "The Silent Empire".
