Bayport Law Enforcement has been waging a "War on Crime" and has been winning, but the level of crime isn't abating.. It's slowly increasing.

This is because the War as it's being fought is engaged for political gain. Deals have been struck with the major Syndicates, who remain untouchable, raids and busts are always big news, with television cameras "embedded" in the arresting units.

The Bayport PD's Vice Unit, which works against Drugs, Prostitution, and illegal Weapons has become a media darling. They are under the television eye so often that their broadcasts have become entertainment in their own right. Bayport's SWAT Division is likewise polished and TV ready boasting all sorts of exciting, high-tech paramilitary gear and tactics.

This adds up to dramatic, violent raids every week. Arrests are common, and for many, the trials that follow are every bit as exciting, with as much "Human Drama" as the local judges will allow (and in most districts, the Judges allow a great deal of drama, since they are the "stars" of their own show.)

Local politicians work both sides of the issue to entice their constituents and their base to organize protest and debate. The few people within the system working towards an actual end to the graft, violence, and crime are marginalized and shouted down. Compromise between factions at City Hall has become political suicide, as caucuses blacklist moderates and crucify them in the media.
