Yup. The same will happen of you just add the powers from the main available list.
The issue is that the checks for total points spent, total active points, etc. will all assume that the object is not in a list when it is first added. The reason for this is that the object can be moved around once it's been purchased, being placed in a list, removed from a list, etc.
The best thing to do if you're going to be building a character with a large VPP is to simply turn off that check in the Campaign Rules.
