During the attempted apprehension of bank robbery suspects, he was killed in the line of duty. OCP, using the waiver that was signed by him and the fact that he was legally dead, turned him into a full conversion cyborg as part of their "Urban Renewal/Pacification" program. Even though his memory was wiped after reconstruction, he still get's flashbacks of his previous life.
