Assuming he didn't live in Gotham City what real world and CU cities would Batman work well in?
Well, Hudson City would seem like the obvious choice (being the Dark Champions hub). But in the real world, NY City is the only place he should be. I can't picture Batman stalking the dark corridors of Toronto, the grimy backlots of Tinsel Town, or the Potato-Mafia controlled hub of Boise.
Chicago or Detroit.
I could certainly see him running around in on of those...

Atlantic City, perhaps? Jersey City? Hoboken?
He might even be willing to try a city outside New Jersey -- New Orleans, for instance.

For a CU city it really has to be Hudson City, and more correctly the Justice not Law Hudson City. there should be superhumans, they should be rare or very low-level but they need to be a viable threat.
As for a real world city I'd say Chicago is your best choice. There's just no way he could operate in Manhattan without getting caught, particularly with the car, it's an island after all.

Maybe I see Batman differently...
Yes, early Batman, from Adam West to Frank Miller would definitely be Hudson City...
But Justice League Batman? Teamed up with Supes and Wonderwoman and Flash and so forth? That's really Millenium City.
When Batman has the Batmobile, the Batarang and Kung Fu, he's Hudson City.
When Batman has a rotobotic BatSuit, a Bat-ExoSkeleton, the Batjet with BatMissiles(TM), Kryptonite Napalm (I love the Kryptonite Napalm), and the Orbital BatLazerDeathRay, he really enters into the realm of Champions, not Dark Champions.
I mean, he's got to be built on a 2,000 pt. VPP. That's big stuff.

I can see Batman operating in Los Angeles. Some parts actually need a Batman.
In game terns, any city will do. I ran a Batman-like character in a friend's campaign, which was set in San Francisco.

One idea I had was Las Vegas.
Batman, Batgirl, and their associates (the PCs) aren't the only heroes there. There's also Lady Arcane, who lives near UNLV, and her team who deal only with supernatural threats. (Her support staff includes her housekeeper, an electronics engineer, Lucius Fox's daughter, April, a nurse, a computer expert and a DOSPA liaison.) The general public thinks they work only for Lady Arcane, but gates give the four women access to the Batcave.
Bruce, his secretary, Maggie, (who is secretly Batgirl), and Alfred live in one of the two penthouses at the top of a hotel/casino/resort Wayne Enterprises owns through its Wayne Entertainment division. The other penthouse is occupied by Lucius Fox and his family. (Lucius thinks his daughter works only for Lady Arcane.)
When Bruce or Maggie place their palms against specific wall panels, they are transported to an area of the Batcave where they can change int their costumes or disguises. The Batmobile exits onto a cave north of Las Vegas. If anyone tries to follow them, all they hit is solid rock. The Batmobile and other Bat vehicles can gate to the Batcave, but other vehicles can't. This same precaution keeps unotherised visitors from accessing the Batcave from the penthouse.
