    Clinging Damage Shield

The rules for Clinging point out that though Clinging is not an Attack Power, one can make Clinging Damage Shields (the "tar baby" effect - I love that image!). Does this also require Usable As Attack, or is Clinging a special exception to the rule that Damage Shield can only be applied to Attack Powers, since Clinging can already sort of be used as an attack (i.e., a character with normal Clinging can cling to other characters)?

UAA isn't required -- that's why there's a special note about the situation under Clinging. Just slap DS on that bad boy and teach your enemies the meaning of the phrase "don't tread on me."
