I think you may be taking the whole thing a bit seriously.
It's just an effort to quantify the effects of that particular power in game terms so that no one can complain the power gives a character something "for free." I can't honestly see that not perceiving the passage of time would have any significant combat effect. I think that writeup explains it about to the extent it needs to be explained: "While frozen, the victims cannot use their senses, or even sense the passage of time; they “wake up” thinking nothing unusual has happened (though they may experience odd physical sensations, such as a funny taste in the mouth, for a few moments)."
