A character’s forms do not get to “share” anything for free. If a character’s true form has some resource or object, such as a Base or a Vehicle, his alternate forms also have to pay for it if they want to use it. Otherwise, it disappears or somehow becomes inaccessible to them (typically, the most logical solution is for the GM to require the alternate forms to buy the resource as well). In general, all forms should pay for other things they have in common, such as certain Skills for some characters.
In the situation you describe, the characters who've paid for the resource can let their friend use it if they want to, the same way any character could give another character a ride in his car if he felt like doing so. But the resource doesn't "belong" to any character or form who hasn't paid points for it/contributed to its cost, and they have no control or other authority over it except what the resource's owners choose to give them.
To be fair to all the characters, you should require all characters and all forms to donate X points, and then have the points available to build the base equal 3 x X -- one X for each character, not for each form. Otherwise, in the interest of fairness and game balance, the forms that haven't donated points shouldn't be allowed to use the resource.
