Could Piercing (from DC) be tied to Strength so it would apply to all STR-based Maneuvers, or would it only be able to tie to one specific Maneuver (such as Martial Strike)?

It would have to be for one specific maneuver (or the like) -- a character can't apply Piercing points to his STR for all purposes, any more than he's allowed to Link a power to all uses of his STR.
