Worldmaker has some extensive guidelines for his game but they are fair and apply to everyone. He hasn't played favorite and they are all there to enforce the feel and continuity of his setting. Given the nature of Hero you have to enforce some guidelines or you will get characters that are all over the map. For some games that works (It did for Bay City), but if you want a definite mood and feel, you have to lay down some ground rules.
Worldmaker I saw the mention of one of the groups needing a M-A type...I have an old character who would fit this but I do not have any of the books to convert him to 5th edition...Mayhap I can type him up ans send him to you and you could convert him for me and tell me if he qualifies to be in the campaign.

The links to the character sheets should work fine now.

The Dragon Style here is not the same as the traditional dragon style of kung fu created by the Shaolin Monk but is an altered version of that martial art created by my characters ancestor in 1875 and was passed down through the family for generations until 1920 when a school of the dragon style was opened that year.

So, my question is this. Are most GMs that loose with what they allow the players to do? I certainly am not.
Specifically I am talking about.
Elemental controls that don't particularly fit a visible concept (someone had Atomic Strength or something like that, which could be ANYTHING).
Stats (including speed) in an elemental control.
It may or may not be ok by the rules, but "reluctant to kill" is not a disadvantage. If anything that is the default human psychological behavior, and thus is not worth points.
One of the characters is a speedster concept, with the usual flight only on surfaces. Then later on the sheet I see his running bought down some, with the excuse of "Slow".
Many of the characters have basically the same disadvantage repeated 2-6 times on their character sheet. They will have multiple extremely overlapping psychological limitations, which are then repeated as social limitations.
Code vs killing characters with multi killing attacks.
So basically I am just wondering if I am too strict, or does this game have looser guidelines?

Specifically it was this set of limitations that just jumped out at me. 75 points of limitations that overlap to a huge degree.
