Actual "skill", I'd have to to give it to Ken, the Fist of the Northstar with Ranma coming in a very very close second. Goku and his friends almost come across as "brawlers" more then MAs who use superhuman strength and energy powers to supplement their fighting. Ranma and Ken seem more skilled in actual techniques.
As for people left out, most of the Streetfighter characters? They're video game characters but have been in manga and anime.
well, the Z-fighters usually are considered to have transcended conventional martial arts--their techniques are what allow them to fight at superhuman speeds, and to throw those tank and boulder shattering punches and kicks. So from that perspective, their attacks look unsophisticated, but are really just techniques stripped down to their most direct and efficient forms.

It is unclear why the bear, which was wearing ice skates at the time, attacked Mr Potapov. The bear was later shot by police. Deadly attacks are rare in the country's circuses, which often train bears to wear skates and play ice hockey.
