    I agree with Lemming,

    Now on a differnt note, this character sounds very cool. you should post her when you have her completed. (Along with any other background story for her.)
    My favorite feature of the HERO SYSTEM is that there are often more ways to create an effect than there are people needing the effect.

    Except Melee Deflection & a Fully usable Missle Deflection I want to make characters like Jet Lee's Hero, able to deflect thousands of arrows.

    I think you could do it with:

    Psych Lim: Ancient Atlantean Storm Queen Influences Behavior If Not On Guard

    Now for the value, I couldn't say. I'd go with (Un)Common Strong - since it really only affects you when you're not "on guard", you don't want it to be squelched by a casual EGO+5 roll.
