Tai Ch'i Ch'uan has this maneuver:
Palm Hand/Kick
cost: 4
bonus: -1 OCV
effect STR+4d6

i may pay 4 point to buy BOTH maneuver (palm hand and kikc) so in combat i may choose wich use (palm hand to use with hand and/or with blade if i buy weapon element, kick to use when my hand are tied and to make a called hit against groin, and like)
or i may pay 8 point, 4 for kick, 4 for palm hand?

You don't need to buy it twice.

If the martial arts style describes a single maneuver (in game mechanics terms) as being both a "punch" and a "kick" in the game world terms of the martial arts style, then you are assumed to be able to do both the punch and the kick. See The Ultimate Martial Artist, page 89.
