Well, if I were writing it . . .
Zatanna would start with a spell: "evomer reh lacigam srewop".
Wandas hex power would cause it to bounce back on Zatanna also, rendering both of them normal women for the duration of the combat.
Which would then be settled by Hot Oil Wrestling.
I would give the edge to Zatanna, because I like fishnets.

I absolutely hate Scarlet Witch. I can't believe the ridiculous character exists let alone anyone being stupid enough to use in a storyline. Just so you know where I'm coming from when I say Zatanna (who I kinda dig) doesn't have a snowball's chance in hell. SW can alter all of reality.

Well, even assuming Wanda's gained back her 'House of Midlife Crisis' power levels, I still gotta go for Zatanna. That said, I'm more familiar with the DCAU version, where the backwards talking bit seems to be a bit more optional.

Due to the nature of each of their powers, along with their training and skills to back those up, I would have to give it to Zatanna to come out the winner. Their powers would keep countering each other, til one of them decided to resort to hand to hand combat. And in that area I believe Zatanna has somewhat more experience.
This is taking into account that the ability to warp reality on a large scale were rare things for Scarlet Witch and put in by writers who used her as a plot device instead of a character.

In a fight between Zatanna and the Scarlet Witch, I would have to go with annataZ:-) She just has a versatility that Wanda lacks.
