    setting skill maxima

    In a game I plan to run soon, I would like to set skill maxima, above which skills cost 4 pts. per +1 rather than 2 pts. per +1.

    Buying skills in excess of +4 (above the base Characteristic roll) costs double: 4 points for each +1, rather than 2 points for each +1.
    I would like to set similar maxima for skill levels:

    Buying more than four Combat Skill Levels costs double. This requirement does not apply to Penalty Skill Levels (Skill Levels bought to counter a specific penalty).

    Any suggestions for how to implement this in Hero Designer?

    That's outside of the Hero System rules, so you're going to be on your own for that. You can manually apply a +1 Modifier to all skill level purchases above your specified limits, manually apply "Custom Skills" as penalties, etc.
