Area Effect Accurate

(Sorry if this has oficially be answered, but I have made an attept to read FAQ, and search the forums, with no luck)

I am a little vague in my understanding of AE Accurate. Does a power with this advantage still target a hex or character?

What modifiers would apply when shooting an EB bought with AE Accurate?

Specifically...

Would range penalties apply?

Would cover for the target be applied? (i.e. completely surround by people when you might only be able to see his big toe)

1. As stated in the rulebook, an Area Of Effect (One Hex Accurate) attack targets only a single person — IOW, it doesn’t target a hex — but that person only has DCV 3.

2. The Range Modifier applies as normal.

3. Concealment modifiers apply only if the target takes some specifically defensive action, such as Dodging.
