Char Max and Char based Talents

Do Characteristics based talents (like lightning reflexes) double in cost as they take the effective stat above campaign characteristics maxima?

We're dicussing GM created "feats" for fantasy hero and, since one of them is built using SPD, we were wondering if the cost should be doubled.
