Package Deals NCM

Are the size package deals affected by the Normal Characteristic Maxima? For example, a large creature gets +15 str, does that actually give it a 25 str or a 23 str?

It pretty much comes down to if you are using NCM in your game or not. In a game filled with Rigellians, Vulcans, Cylons, and Sayans, who is to say that NCM is warrented?

Officially in FREd all package deals are affected by NCM.
