Actually I think that Mook build rules would belong to the same family as Automaton build rules. Red apples to green apples, if you will. Just as Automaton rules can be used for everything from robots to zombies, Mook rules could be used for everything from minor thugs to rat packs.
I think it would be immensely useful to have a shorthand notation for bit players. The Buffy game has this (only half as many characteristics as major characters, among other things), and it speeds up play since there is that much less the GM has to keep in mind.
