Galactic champiosn should use the ER with a limit of betweeen 120 and 150 ER.
Active points are not all of what the power level is about. Some members of the infinity watch had 60 or 70 active point attacks.

Active point limits as a guideline are fine. OTOH, the active point totals of a power do not necessarily reflect that power's utility in or out of combat. Sometimes you want the telepath who can send a message across galaxies or represent an embodied world mind. I'd say no top limit for active point totals in a very high powered Galactic Champions game, with the understanding that GMs are going to have to be ready to smack the guy who comes up with the indirect transdimensional continuous triple penetrating transformation attack using a very big stick with a nail in the end.

I'm of the thought that the utility of the power is going to be more a factor than sticking to some active point ceiling.
I was in a Galactic Champions game a few years ago. We each had a low, medium, and high powered character. I think active points went from ~60 to 700 AP.
The 700 point one was an Element Lad like construct of putting a large dome up. Though he got a fuel air explosive added as well later on.
It all depends on your play style, our group had a lot of fun.
Once again I am saying between 120 and 150 ER or Effectiveness Rating not 120 - 150 Active Points. Cosmic Champions is an incremental increase over regular champions in power. You will see more Dex, Speed, Attack power, Defense etc...

eh...too easy to build to concept and surpass those levels, sometimes. 30 DEX, 5 levels, 15d6, special defenses, 35 pd/ed etc will get you up there pretty quickly. God forbid a character throws 20 dice or more!Originally posted by Keneton

Mon-El, Goku, Silver Surfer, Gladiator, Thor, Martian Manhunter, Phoenix, X-Man, and others will clock in at incredible levels--a typical high end cosmic hero could trash a team of 350 or even 450 point PCs in about a turn![]()

PC's over 150 ER are built out of whack and campaigns at that level break down. The example you gave is likely around 110 ER no where near 150!
Now you can get up there. Doc D from the book is over 200 ER
Goku, I shudder to think at what his ER would be. I do not consider Silver Surfer, Pheonix, Gladiator to be PC's, but the others arguably could be.
I'd guess Thor's ER would be about 130 and maybe less due to veteran bonus.

The ER is a great way of controlling a campaign like this. Active points do not consider the mainstay at this level Dex and Speed. Imagine 4d6 HKA (8d6 with str) at an 8 speed and 20+ OCV. You can have that and more at these ER levels.

Silver Surfer was a member of the Defenders and several ad hoc teams in the comics, one of them consisting of former heralds of Galactus. Gladiator is a member of an alien superteam. Phoenix was on the X-men, Rachel summers was on Excalibur, and the future Phoenix was a member of the Guardians of the Galaxy. The GM was brilliant and we were able to have the low ER characters contribute in adventures that the high ER characters were in as well.
If you have one GM the need for the ER is reduced greatly. I still urge its use as a mens for writing excellent cosmic games. here for example is a cosmic villain in our campaign.

Nimrod should be able to beat Dr. Destroyer within a turn, but the fight is not completely lopsided. If Doc D were prepared he should be able to deal with Nimrod. Nimrod was defeated by a 120 ER character of extreme efficiency. Keneton would not last until the 6th.
Foes like Firewing may not make it past the 3rd of the 1st turn. For an everage group of Cosmic heroes, he should still be challenging due to his great flexibility and good CV.

If I was feeling snide, I might be tempted to suggest that he was just a characterless big pile of points, and that that was typical of characters that go beyond a certain power level.

Quite a lot of martial arts there.
The Galactic Champions we were doing was just one GM, but we've done multi-GM stuff in the past.
One thing we found was that some players play more efficiently than others, so ER would have to modified to take some of that in account. Other players we could trust with VPPs, some no way. It just worked out to eyeball characters and adjust when nessasary.
Though the ER looks to be very handy for players & GMs who don't have that much experience.
