    Champions Powers: Psionic Palsy

As described in Champions Powers, it's a tricked up DEX Drain. The description indicates this power makes the character clumsy and less accurate in attacks.
Is this accurate based on 6th edition rules, because I thought OCV was not affected by DEX?

I don't have that in front of me, but does it have Variable Effect? I know that Steve lumped some Modifiers together. For instance a +1/2 Variable Effect and a +3.5 Expanded Effect was, in many cases, listed as a +4 All X Powers Simultaneously.

+4 All DEX Powers Simultaneously could very easily include not just DEX, but DEX Skills and OCV/DCV.

There is no Variable Effect on the listed power, it is an ACV, AVAD, DEX Drain.
It is likely that the description is just in error, probably due to translation from 5E.
