I'm not a company rep, but I feel pretty confident in saying that a PDF of TUM is unlikely for the near future. Steve Long and Darren Watts have both asserted that Hero Games's priority now is putting out new Sixth Edition material, and that making PDFs of older Fifth Edition books takes valuable time away from that.
Steve and Darren do want to eventually PDF-ize books that aren't expected to be updated to 6E, and IIRC TUM is in that category. Unfortunately it will have to wait in the queue with other 5E books until they have some spare time, and with a tight 6E publication schedule, plus DOJ's newly-expanded indie game distribution business, I can't see that opening up soon.
The DOJ staff may have more to say on this subject when they get back from Origins this week, though.
TUM is one of a handful of 5e books I'd love to see released as PDF. I definitely understand the priorities, though - I'm also looking forward to more 6e goodness!
