Champions Powers HD Pack: hdc vs hdp?

Happy New Year, All!

I just downloaded the Champions Powers HD Pack, and have a question. Some of the power folders have the various categories as hdp files, some have them as hdc files, and some have both hdc and hdp files. And then some powers have have all the categories (offensive, defense, etc) all in one file. Bug or feature? Easy enough to change them around, but thought I'd point it out. Thanks.

I think this was Hero's first attempt at crowdsourcing their data entry, and guidelines were still being developed. (I take personal responsibility for any problems with Hyper-Attributes, Ice and Cold, or Illusion Powers.)

The issue with some of the files being incorrectly named as .hdc instead of .hdp persists, one year after this was first posted. Although this is easy to fix by changing the file names, I found a more serious issue with some of the files. Several cannot be opened either as characters OR as prefabs (after changing the name to .hdp). They give an error in HD that reads:

"An error occurred on the template used for the saved character.
Using 'Standard Super' template

Error Message: Error on line 1 of document file ... content is not allowed in prolog."

Files with this problem are TELEKINESIS-CP.hdc, TELEPORTATION-CP.hdc, and Time.hdc

Anyone have any idea how to fix this? It kind of sucks to pay $24.99 for something that's incomplete.
