In Bob Moore: No Hero, Bob lives in a world where their Post-Iron Age led to the creation of a "Super State", a autonomous state which has no boundaries. Any superhuman can apply to become part of the Super State and most want to because it means they are no longer subject to mundane justice. They are policed and judged by their own. The Super State "trades" with the mundane nations for law enforcement service (I assume) and scraps of gadgetry and settles all the property damage and personal injury claims with copious amounts of cash. Super State citizenship is stratified and higher the level of your citizenship, the more leeway you have to do pretty much anything you want...
