Last year, I saw a character template that had a notes field on it that could be saved with the character. How would I go about either getting that template or modifying a character to have the field present?

I believe you set the notes tabs in the Rules/Preferences menu.
So you can save your campaign rules to have the notes tab available. As far as exporting it...there are:

<!--/IF_NOTES1-->
<!--NOTES1-->
<!--/NOTES1-->
<!--NOTES1_LABEL-->
with enough tags for all 5 note tabs. Is that what you're looking for?
