I like seeing new ideas, even if I end up not using them. Especially in a Hero book, it's pretty easy to strip abilities away from writeups if you want replace them with more RAW versions.
I don't think another way to handle Everyman Skills constitute "optional rules" (but then I'm guessing you refer to the optional way of buying those so I may be mistaken).
Still, I also expect optional rules to be applied somewhere in the book, and it may be a good idea to offer a RAW alternative for ease of use.

The optional rule is allowing a minor cost savings for upgrading to a normal skill

If I remember correctly there was a thread a few years back where several people said they did just that as a house rule. My only real problem with the idea is adjusting it in HD.

Custom Adder -1 pt, rename field Everyman Skill or blank it. The "Copy Modifiers" function will not work on Adders though, so it'll have to be done per Skill. If you use the version with the regular set + 3 KSs or so, you can save it as a Prefab or a Template, with those pre-entered, to save some time.

Or: Add X amount to total character. Or make folder, put in a global -1, and a specific -0. Many ways to work it...

I voted yes because I often find Steve's optional, alternate and "advanced" rules are among his very best.

Hmm, I might have to vote "no," just because I honestly don't see the point of minor costs savings. The base rules are complicated enough, I don't really want or need more options. Unless it's a "high skill" genre or campaign where acquiring lots of skills quickly is important to the way the game plays, then I'd really prefer to just use the base rules.
Obviously, if a rule is the main point, then sure. The Speed Zone, or the rules for tiny heroes in "Honey I Shrunk the Superheroes." You have to in that case because new rules for handling this new situation is the whole idea. So overall it's a "sometimes" but it really does have to be needed.
