Look at what a power does in M&M, model it in Hero 6e. Really, that's what you do. 3e does take the more flexible approach of having a root power with modifiers to make it act the way you want, which is what Hero system has always done.
Otherwise, the systems are a little too different in the basic mechanics. Look up some of the variant advanced rules that remove Endurance as a cost for powers, but be very very careful with powers that then have reduced or no activation time.
I'd have to guess in terms of M&M PL, we can assume the low end supers (300 pts) to be PL 8, Standard supers (400 pts) to be 10 PL, and High power supers (500+ pts) to be 12+ PL, so about 2+pts/50 is the PL for supers. Heroic characters are usually only PL6-7, as I've rarely seen them go above PL7 or Below PL6, so I'd say Low end Heroes be underpointed PL6s, Standard heroes be PL6, and Powerful heroes be PL7. From this, defenses and offense can be built, since the max (and generally standard issue) for Defense+Toughness is PL*2, and same for Attack+attack power ranks. As a result, there really can't be a real good conversion between the two, since M&M is hard capped, and HERO isn't. Just do what feels right for the character with the given that No trade off is balanced, and generally trade offs don't go more than 5 in either direction.
As for Powers, most are pretty obvious. Device would be Focus Limitation, Defs are Protection, ect. Again, whatever feels right, since there isn't an exact conversion. Similarly, Most talents and Perks are representable by feats, or in some cases powers. Attributes, I'm not sure about conversion, but it's fairly obvious how the pairing goes.
As for skills, I'd take benchmarks and go from there. Since HERO is Bell curved, and M&M is d20, it's not quite as simple as other parts of conversion. I'd basically take a standard task in HERO, and find what that would be in M&M, and find the probability to succeed, and match that to the Bell-curve.
