    Icon26 Variable Power Pools...

    Is there a lower limit to the Control Cost of a VPP...? For example, what if I wanted a VPP to be able to emulate any number of skills...? Does that mean the Control Cost can be set up for an Active Point cost of 3 points, despite the Pool being far, far larger...?

    In 6E there is no connection between Control Cost and pool Size in a VPP, so:
    Yes, you could have a VPP with a lot more pool than Controll.
    The same way you could have a lot more controll than Poll (so you can only use heavily Limited powers at maximum effect).

    Regardign Skills:
    Generally Skills as Powers are regarded Special Powers and thus can't be taken in a Framework (Multipower or VPP). But it#s up to the specific GM how he handles it.

    I'm the GM... This isn't a VPP to allow the player to have any skills they want... This is a mimic VPP to touch someone, and then know all their knowledge skills...

    I would rule that the Skills would all be bought as the same power, so the active point total of the skills cannot exceed the Control cost.

    This is a good way of doing it.

    PS: to the original poster "I am the GM so it is okay" will earn player recentment. Generally hand waving to allow for an npc what you forbid a Pc can be a very touchy thing and should only be done when there is a lot of trust.

    I have been of the opionion that to use skills as powers - for Power Pools or Multipowers - treat them as 10 or 15 base with 5pts per +1 - with the appropriate limitations.
    With a game system like this, we could - dare I say it? - RULE THE WORLD!

    Oh, in that case I doubt you will have any complaints.
    I would suggest combining the active points as all one power as above.

    In which case, that would be a pool cost of 60, and a control cost of 30 before applying the Limitations for Mimic...

    If it's a "mimic only" type, then (IMO) you don't have to worry too much about it being overpowered for skills. For example, another construction sometimes used for the Mimic effect is a Multiform VPP, which would be ridiculously potent without that limitation. So personally, I would just go by the normal rules for control cost. You probably still want the control at 15+ points, to handle high skill levels and CSLs.

    You might actually just use the Cramming skill / talent with a limitation regarding it mimicking the skills of the touched target to represent this? Just a thought.
