'Nesting' Multiforms

I'd swear I've asked this before, but couldn't find it in search or FAQ. Apologies if it's redundant.

 

Is it legal for one of a character's Multiforms to have its own Multiform, or would that just be another form of the main character?

 

For example, if Multiman has forms A, B, C, and D, but he can only assume form E after assuming form D, does D have its own Multiform power, or does Multiman have a five-form Multiform?

Well, ultimately that’s up to the GM, but generally speaking a character’s alternate forms shouldn’t buy their own Multiform powers — it’s all just part of one big Multiform. If necessary the character simply voluntarily restricts which forms can change into which (usually a -0 Limitation at best). So in your example Multiman should probably have a five-form Multiform, but notes on his character sheet that he can only change into form E when he's in form D.
