Earl Harbinger maybe an exception but in the books he is shown to possess some of his werewolf powers while in human form; Enhanced Perception, Strength, Speed and Regeneration. Although these are not close to what he would have in his Werewolf form. Although all people infected with the Lycanthrope virus regenerated at an accelerated rate (1 Body/day).
