Tony should have a STR somewhere around 10-15, with the armor boosting it.

 

Aquaman should be 25-30 STR to start.

 

In the real world or the Marvel Cinematic Universe, yes that is true.  I'm using a standard Characteristics Template for him, which gives him increased INT as well as REC and END so he can use the powered armor weapons and flight.

 

Aquaman with the +30 STR from his Sea Control EC brings him to 45 STR, on par with Wonder Woman.  Superman and my upcoming version of Hulk will both be 50 STR.

Templates should be tools, not straitjackets.

 

They are good for setting benchmarks, and quick and dirty character creation, but they are no substitute for actually thinking about characters.

I admittedly don't have a great deal of familiarity with the issue #1 version, but I might consider making the N-Ray vision telescopic. I base that thought primarily on my familiarity with the Fleischer cartoon series, which could be seen as contemporaneous to the issue #1 version.
