Origin:  Cassidy Young is a U.S. Naval Intelligence Officer given powers by Poseidon so she could fight the Axis during World War Two.   Soryu is a Japanese Navy Martial Artist, and U-Panzer is a German Powered Armor Villain.  Her EB and FF are based on her Magic Trident which she summons in her OIHID that produce Sonic Energy.

Appearance: Diana Taylor is 5'9", 130 lbs, and has red hair and blue eyes.  As Artemis she wears a short green tunic, with gold bracelets, belt, and green boots with gold trim.  Her main weapon is a Crystal Longbow which she can summon at will.

"Sailor Sun" is from the fanfiction series "Sailor Ranko". This will be a challenge, because of all of Ranma's ki abilities in both modes, plus the Sailor Sun stuff he can do in the fanfic.

Sounds like a standard Martial Artist with a fear of cats.

Ranma is anything but standard normally. Add the fact that in the fanfic series he's an grossly overpowered magical girl on top of his martial art powers, and there is no way he can be done in 250 points. Which makes it a challenge.

Let me know the kinds of powers you think he has.  The stuff I've read online as been less them helpful in getting and idea about what he can do.

Jusinkyo curse: Accidental Change into girl when hit with cold water, hot water (above body tempture) turns him back. Doesn't need Shapeshift.

 

Neko Ken: Extreme Fear Of Cats enough to act like one when he can't physically escape. In Sailor Ranko it extends to the Mau (Luna, Artimus, and Diana) but he can stand to be around them for a few hours as long as they keep there distance.

 

Chestnuts Roasting On An Open Fire Fist: A martial art power taught by Cologne. It is an autofire Hand Attack.

 

Hiro Shoten Ha (sp): Another ki attack, he creates a tornado with a punch (Blast, fixed direction [upwards only], Double Knockback).

 

Tiger's Pride Bullet: A ki attack, the more confident he is, the more powerful it is. It is an orb shaped Blast.

 

Lots of Leaping, Running, and Swimming.

Now adding Sailor Senshi powers to Ranma, as Sailor Sun. Note: these powers are "Only In Alternative Identity".

 

Searing Plasma Blast: A fireball of solar plasma energy.

 

Solar Beam Teleport: Can teleport large distances, at 0 END, but WILL fall asleep after use when teleporting into an area where the Sun is down. Forcently the sleep is only a few moments, but...

 

There is also a laser beam attack, and a powerful, no range explosion used as a last resort.

 

While not a part of the Sailor Sun power, it must be noted that Ranma taught himself the Breaking Point maneuver once he was on Solitar (an extradimentinal planet Jadite comanded with the rements of the Dark Kingdoms/Negaverse after being reawaken from his death-like sleep punishment).

I think its more of a Energy Projector with various attacks, plus Martial Arts.

 

Does he/she have the same powers when in either genders.

As Ranma Saotome, yes he has the same martial arts abilities in both forms. As Sailor Sun, he instantly transforms into female (regardless of current gender) and gets locked into being female. The powers of Sailor Sun are Only usable as Sailor Sun, as only women can be Sailor Senshi.
