I might vote to make the Entangle a Multi rather than an Ultra within the Web Shooters Multipower, and perhaps add an End Battery to simulate the fluid, as we have seen occasions where he has run out of it during an adventure/combat.

 

Also, I personally am a big fan of the idea that Peter Parker could hold his own in conversations with Reed Richards and Tony Stark (based on some of what I have seen in the comics) so I might, even at his intro/high school level, give him Scientist and perhaps Scholar as well to signify his innate academic potential. And perhaps trade some of his PRE for a slightly higher INT.

For the limited amount of Web Fluid for his Web Shooters I gave his Entangle 32 Charges, which represents 16c for each of his right and left wrist shooters.  For a -1/4 Limitation I could add Burnout 14- which would cause him to immediately run out of fluid at certain times.  Since your comments I have changed the Multipower with him now having a HA +4d6 1/2 END and Stretching 4" 1/2 END in exchange for 8" Stretching 1/2 END.  This simulates the use of his web shooters to grab objects and strike an opponent, and giving him the ability to take on heavy duty characters like the Hulk and Thor.  

 

His Characteristics are based on a new Template I created and called "Marvel Hero".  Its for classic Marvel superheroes like Spider-Man, Tigra, and Beast.  Each of those characters has medium superhuman strength, high intelligence or enhanced senses, and high dexterity.  The use the latter to avoid being hit rather then being tough enough to take damage.

 

This version of Spider-Man is when he is starting out.  A 350 Point version would have the higher intelligence along with more science skills, and more "tricks" with his web shooters like flash (shooting someone in the face with web fluid).
