Longer intervals for END costs

Normally demanding something like 3 END/hour for an ability makes little sense. If it's regular END, you'll get it back quick enough with a little rest, and the costs are mostly there to regulate combat usability (which, usually, don't last a couple of hours).

But when using an Endurance Reserve, things look different. If the recovery is greatly reduced -- on the scale of LTE --  those points do add up. (And it being separate from regular END does mean that you still retain your ability to recer END/STUN.)

So how would you price this? I'm not quite sure whether one could just move up the interval, as for some abilities that have heavy combat usages, a per-phase cost still seems okay. On the other hand, if there's a per-phase cost, moving this up to per-hour would mechanically reduce the cost of that to -/+0. And I'd argue that it does matter if you pay even one measly point of your reserve to grant each of your companions the ability to breathe underwater. Do that for a whole party for a while...

Same goes for something like multi-form, whereas e.g. telekinesis shouldn't be priced per hour.

I'm thinking about going long-term for END costs and just use activation costs and time limits for the battle-heavy stuff.

I could see a case that it's a +0 Modifier to adjust both at the same time, say to spend per hour and RECover per 6 hours.

Yeah, that's my basic problem, if the REC rate is fixed, that means that the END rate should be, too. Which means that I can't easily have both per-phase and per-hour rates with a meaningful pay structure. Unless I just house-rule that per power, i.e. Life Support/Multiform is per-hour, Mind Control is per turn etc..

(As this is a campaign- and magic-specific rule, balance really isn't the biggest issue here)

Or for simplicity's sake, I'll really go with either long-term costs or just Time Limits (with bonus time for successful rolls) and activation costs. At least this way nobody has to look up what the situation is for this specific spell.

The one precedent that tackles something like this would be normal END vs. LTE, but I haven't seen the latter used in some power context. Although I'm aware that some people in this board handle their mana that way, too.
